eKiosk Offers Certified eHealth Digitization Consulting for Hospitals
Patient check-in terminals, where patients can register themselves and retrieve their patient data in a time-saving manner, are set to become the new standard in hospitals over the course of the year. With the Hospital Future Act of 23.10.2020 (see eKiosk blog “New Hospital Future Act paves the way for Health 4.0” of 3.11.2020), the expansion of the digital telematics infrastructure in the healthcare sector in Germany is being driven forward. To this end, a three-billion-euro Hospital Future Fund (KHZF) has been available to providers for digitization projects from the federal government since January 1, 2021. Only 30 percent of the investment costs must be covered by the federal states or hospital operators. To assess eligibility and advise on eligible measures, hospital operators can turn to certified agencies of the Federal Social Security Office.
As of now, Holger Anders, Key Account Manager Public & Health at eKiosk GmbH, is available to hospitals as a certified contact person according to §21 of the Hospital Structure Fund Ordinance (KHSFV). He provides information on possible applications of digital kiosk systems and gives advice on what to look out for during planning. “Patient check-in terminals must be firmly planned as part of the measures in order to meet the requirements for the granting of subsidies in accordance with Section 19 of the KHSFV and the Hospital Financing Act,” says Holger Anders on the prerequisites for eligible digitization projects.
COMPLEX ISSUE: EXPANSION OF THE GERMANY-WIDE TELEMATICS INFRASTRUCTURE
The topic is very complex, he said. “Compared to one of our previous customer projects, setting up an in-house hospital management system with on-site self-service terminals from eKiosk, we’re talking about connecting various check-in applications and patient portals to external central platforms for data management.” Ideally, patients would be able to check themselves in from home even before treatment. IT security plays a major role here. The respective terminal software must comply with data protection regulations. According to Anders, a flat rate of 15 percent of the costs should be budgeted for this alone.
Anders points out that there is no legal entitlement to subsidies and that they are allocated on a “first come, first serve” basis. Applications and distribution will be handled by the federal Bundesländer. If a company has clinics in different countries, the measures must be applied for in the country of implementation in each case.
